About Us

The Fort Portal Regional Office of the Ministry of Justice and Constitutional Affairs was established on 1 October 2017 to extend the services of the Ministry and the Attorney General’s Chambers to the Rwenzori Region and parts of the Mubende Sub-region. The Office is located at Plot 1 Boma, Fort Portal City.

The establishment of the Fort Portal Regional Office marked a significant step by the Ministry in decentralizing and deconcentrating legal services, bringing justice closer to Government institutions, Local Governments, and the public within its area of jurisdiction. Through the delivery of legal and advisory services at the regional level, the Office has enhanced access to justice, improved the efficiency of service delivery, and strengthened the administration of justice.

Fortportal Regional Office is guided by the values of integrity, accessibility, responsiveness, fairness, gender equity, accountability, empowerment, professional excellence, transparency, and respect for the rule of law.

These values guide the conduct of staff and shape the manner in which services are delivered. They promote professionalism, ethical practice, inclusiveness, and accountability while ensuring that all clients are treated with dignity, impartiality, and respect. The Office remains committed to maintaining high standards of service delivery and fostering public confidence in the legal and justice system.

The Office currently serves Fort Portal City and the districts of Kabarole, Kasese, Kyenjojo, Kyegegwa, Kamwenge, Kitagwenda, Bunyangabu, Ntoroko, Bundibugyo, and parts of Mubende District. It provides legal services to the High Court Circuits of Fort Portal, Kasese, and Mubende, and supports all Magistrates’ Courts within its area of jurisdiction.

This Regional Office operates within the broader framework of the Ministry of Justice and Constitutional Affairs’ mandate while addressing the unique legal needs and challenges of the Rwenzori Region and parts of the Mubende Sub-region. It plays a vital role in promoting lawful governance, safeguarding public resources, strengthening public institutions, and ensuring compliance with legal and regulatory frameworks.

The Ministry operates through several specialized directorates and departments, including:

a) Law Council

The Law Council regulates the legal profession in Uganda. Its responsibilities include:

  • Licensing advocates/lawyers
  • Accrediting legal education institutions
  • Supervising legal aid service providers
  • Enforcing professional ethics and discipline among advocates

b) Administrator General’s Office

The Administrator General’s Office handles:

  • Administration of estates of deceased persons
  • Guardianship matters
  • Management of property for missing persons and minors
  • Issuing certificates related to succession and inheritance matters

c) Directorate of Legal Advisory Services

This directorate:

  • Provides legal opinions to Government institutions
  • Reviews Government contracts and agreements
  • Advises Ministries on constitutional and legal compliance
  • Supports negotiations involving Government

d) Directorate of Civil Litigation

The Directorate of Civil Litigation:

  • Represents Government in civil court cases
  • Defends Government institutions in lawsuits
  • Handles compensation claims involving Government
  • Coordinates Government legal representation nationwide

e) First Parliamentary Counsel (FPC)

The Directorate of First Parliamentary Counsel is responsible for:

  • Drafting Bills and Acts of Parliament
  • Preparing statutory instruments and regulations
  • Reviewing laws for consistency with the Constitution
  • Supporting legislative reforms

The Administrator General’s Office provides succession and estate administration services such as:

  • Letters of administration guidance
  • Handling disputes related to inheritance
  • Management of estates where no executor exists
  • Protecting interests of children and vulnerable beneficiaries
  • Supervision of estate administrators

Citizens commonly visit this office when a family member dies without leaving a will.

The Law Council ensures professionalism and ethical conduct in the legal sector by:

  • Issuing practicing certificates to advocates
  • Registering legal apprentices
  • Accrediting law schools and legal training institutions
  • Investigating complaints against lawyers
  • Disciplining advocates who violate professional standards

The Law Council also promotes access to legal aid services across Uganda.

The Directorate of Civil Litigation protects Government interests in courts of law by:

  • Representing Government Ministries and agencies in civil cases
  • Managing compensation and liability claims
  • Handling constitutional petitions involving Government
  • Coordinating with external advocates where necessary

This directorate helps reduce financial loss to Government through effective legal defense and dispute management.

The Directorate of First Parliamentary Counsel is the Government’s principal legislative drafting office.

Its key responsibilities include:

  • Drafting Government Bills before presentation to Parliament
  • Drafting statutory instruments and legal notices
  • Reviewing old laws and proposing reforms
  • Ensuring laws comply with the Constitution of Uganda
