About Us
The Gulu Regional Office aspires to be a cornerstone of legal support within the Lango, Acholi, and parts of the Bunyoro sub-regions. Its goal is to deliver responsive, efficient, and accessible legal advice and services that uphold the rule of law, reinforce good governance, and promote due process for all. The Office is also committed to strengthening local government operations and serving the public with dedication to justice and legal empowerment.
This aspiration aligns closely with the Office’s mission, mandate, and vision by expanding access to legal frameworks and support systems, thereby advancing governance and justice at the regional level. In executing its duties, the Office is guided by core values of integrity, accessibility, responsiveness, gender equity, fairness, empowerment, professional excellence, and respect for the rule of law. These principles foster a supportive, fair, and effective legal environment.
The Gulu Regional Office is headed by a Regional Head and is supported by two Senior State Attorneys, three State Attorneys, and five support staff. The Office serves a wide jurisdiction covering two cities and twenty districts, namely: Gulu City, Lira City, Alebtong, Apac, Dokolo, Lira, Oyam, Otuke, Amolatar, Kole, Kwania, Gulu, Omoro, Pader, Lamwo, Kitgum, Agago, Amuru, Nwoya, Masindi, Kiryandongo, and Buliisa.
In executing its mandate, the Office attends to four High Court circuits located in Gulu, Kitgum, Lira, and Masindi, as well as all 103 Magisterial Courts within its jurisdiction. Additionally, the Office represents Government, its allied institutions, and Local Governments before superior courts and specialized tribunals. These include the Supreme Court, the Court of Appeal/Constitutional Court for appellate and constitutional matters, the Human Rights Tribunal for complaints against Government entities, and the Industrial Court for employment-related disputes.

Our Vision, Mandate and Coverage
We aspire to be a cornerstone of legal support in the Lango, Acholi and part of Bunyoro subregions, enabling responsive, efficient, and accessible legal advice and services that uphold the rule of law, reinforce good governance, and support due process for all by also strengthening local government operations and serving the public with dedication to justice and legal empowerment.
Our Mandate is to provide legal advisory services to support the Minister, Attorney General, and Solicitor General in fulfilling their constitutional duties to advise Government, Local Governments, and Ministries, Departments, and Agencies (MDAs) by legal representation of Government, its agencies, and allied bodies in national Courts of Judicature, Tribunals, and Commissions and ensuring that estates of deceased persons, missing persons, and persons of unsound mind are administered in accordance with Uganda’s Succession Laws
The Regional Office covers a total of 2 cities and 20 districts namely; Gulu City, Lira City, Alebtong, Apac, Dokolo, Lira, Oyam, Otuke, Amolatar, Kole, Kwania, Gulu, Omoro, Pader, Lamwo, Kitgum, Agago, Amuru, Nwoya, Masindi, Kiryandongo and Buliisa.
