About Us

The Fort Portal Regional Office of the Ministry of Justice and Constitutional Affairs was established on 1 October 2017 to extend the services of the Ministry and the Attorney General’s Chambers to the Rwenzori Region and parts of the Mubende Sub-region. The Office is located at Plot 1 Boma, Fort Portal City.

The establishment of the Fort Portal Regional Office marked a significant step by the Ministry in decentralizing and deconcentrating legal services, bringing justice closer to Government institutions, Local Governments, and the public within its area of jurisdiction. Through the delivery of legal and advisory services at the regional level, the Office has enhanced access to justice, improved the efficiency of service delivery, and strengthened the administration of justice.

Geographical Coverage

The Office currently serves Fort Portal City and the districts of Kabarole, Kasese, Kyenjojo, Kyegegwa, Kamwenge, Kitagwenda, Bunyangabu, Ntoroko, Bundibugyo, and parts of Mubende District. It provides legal services to the High Court Circuits of Fort Portal, Kasese, and Mubende, and supports all Magistrates’ Courts within its area of jurisdiction.

This Regional Office operates within the broader framework of the Ministry of Justice and Constitutional Affairs’ mandate while addressing the unique legal needs and challenges of the Rwenzori Region and parts of the Mubende Sub-region. It plays a vital role in promoting lawful governance, safeguarding public resources, strengthening public institutions, and ensuring compliance with legal and regulatory frameworks.

To provide professional legal advisory support services to the Minister, Attorney General and Solicitor General in execution of the constitutional mandate to give advice to Government,

Civil Litigation Services

This Office is charged with: legal representation of Government, its agencies and allied bodies in national, regional and international Courts of Law and Tribunals and Commissions.

Services of the First Parliamentary Council

Draft all Government legislation; i.e. bills for debate and pass into legislation by Parliament, Statutory Instruments; including Rules, Regulations and Bye-laws and render advice on the legislative process and other legal issues. The office also verifies Ordinances passed by District Councils and Bye-laws passed by Municipal Councils”

Administrator General Services

This office is charged with the mandate to ensure that estates of deceased persons, missing persons and persons of unsound mind, are administered in accordance with the Succession Laws in Uganda.”
