									<p>The Attorney General, Hon Kiryowa Kiwanuka, this morning launched the 7th revised edition of the Principal Laws of Uganda (Red Volumes), at a colorful event organized by the Law Reform Commission and held at the Office of the President Conference hall, in Kampala. This is after he had directed the Law Reform Commission to commence the revision of the laws of Uganda, an exercise that is supposed to take place once every 10 years, but had last taken place in over 20 years ago.</p><p>Hon Kiryowa Kiwanuka in his speech, acknowledged the fact that the revision was long overdue and promised all and sundry that as long as he is the Attorney General of Uganda, such a thing shall not happen again.</p><p>The revision of the laws of Uganda is done to clean up the countries statute book, to remove obsolete, repealed laws, update the amended ones and to add the newly enacted during the revision period. Such an exercise is handled by a Revision Committee appointed by the Attorney General with the secretariat at the Law Reform Commission.</p><p>At today’s event, the Hon AG directed, by statutory instrument, that the commencement date of the new 7th revised edition of the Principal Laws of Uganda is 1st July, 2024, and further directed the Law Reform Commission and the Revision Committee to make sure the Subsidiary Legislations (Blue Volumes) revision is concluded by December this year.</p><p>The function was attended by many dignitaries who included the Chairperson of the Law Reform Commission Pamela Tibihikirra-Kalyegira and a team of both current and former commissioners, Inspector General of Government, Ms. Betty Kamya, and the Principal Judge represented by Justice Musa Sekaana, the Commissioner General of Prison Mr. Johnson Byabashaija, the President Law Society of Uganda, and many others.</p><p>The Deputy Solicitor General, Director DCL and FPC plus Commissioners from FPC, the STA and DSTA, Heads of Regional Offices and the Librarian were part of the Ministry team that attended the event.</p>								</div>

									<p>The Ministry has today held its first ever supplier conference at Statistics House in Kampala.  The annual gathering is a forum where the Ministry leadership meets all its existing and potential suppliers and shares how the suppliers can participate more in government processes.  The theme of this year was enhancing supplier compliance and participation in procurement and disposal processes.</p><p>The gathering had different facilitators who made presentations about specific procurement concepts and processes and were led by Mrs. Roselyn Mbabazi Tusime, the Head of the Ministry’s Procurement and Disposal Unit, who shared briefly about procurement in relation to the ministry of Justice and Constitutional Affairs.</p><p>The Executive Director of the Public Procurement and Disposal of Public Assets Authority, Mr. Benson Turamye shared with the participants about the recently amended PPDA Act, the PPDA regulations, and guidelines.</p><p>The Director Legal Advisory Services of the Ministry shared about the process of contract clearance, while Mr. Phillip Kasujja Kabuye from the EGP Secretariat presented about EGP and answered the queries that arose therein.</p><p>On behalf of the Ministry, the Under Secretary, Mrs. Nasuna Catherine opened and closed the event. In her opening remarks, she thanked the participants for honouring our invitation and coming in big numbers to the event and implored them to contribute positively to the discussions that shall go on throughout the whole conference. She concluded by assuring them of the Ministry’s willingness to honour its obligations to them, and also asked them to make sure they also keep their acts together and complete their processes on time to enable timely payments.</p>								</div>

									<p>The African Union Assessment delegation for the bid hosting rights of the <strong><em>African Humanitarian Agency</em></strong>, came to Uganda to assess the country’s readiness to host the continental humanitarian agency.</p><p>This was their third stop visiting countries that bid to host the headquarters of the African Union Agency, Uganda being one of them. <br />They were received by Uganda’s Bid committee members led by the Attorney General, the Hon Kiryowa Kiwanuka, who is the head of the committee and hosted by H.E the president on their arrival to Uganda, and a the whole bid committee at State House Entebbe.<br /><br /></p><p>The opening ceremony of their assessment mission was at the common wealth resort in Munyonyo and it was presided over by the Rt. Hon. Rebecca Kadaga, the First Deputy Prime Minister and Minister of East African Affairs, together with the Hon Kiryowa Kiwanuka, the Attorney General and also the Hon Hillary Onek, the Minister for Disaster Preparedness and Refugees. <br /><br /></p><p>Led by Mr. Robert Kasande the Permanent Secretary and head of Uganda’s Bid technical team, the assessment mission carried out other  activities which  included site visits to Uganda’s proposed site locations for the headquarters of the Agency in Lubowa, and also the proposed temporary accommodation where the offices shall be housed as construction of the permanent home is going on. They also visited amenities sites like Schools, Banks, Hospitals, Hotels and Conference Centers. They also visited different apartments for residences.  The team was also taken to a proposed temporary warehousing facility, which they can use as their own facility is being constructed.<br /><br /></p><p>The closing and bid documents handover ceremony took place at the Common Wealth Resort Munyonyo, presided over by Mr. Robert Kasande, the Permanent Secretary in his capacity as the head of Uganda’s Bid Technical Committee.  All documents pertaining to Uganda’s bid where handed over to the Head of Delegation, Professor Julio Rakatonirina, after all of them being certified and where all sealed for delivery to Addis Ababa, at the African Union Headquarters</p>								</div>
