GULU REGIONAL OFFICE
To provide legal advisory services to support the Minister, Attorney General, and Solicitor General in fulfilling their constitutional duties to advise Government, Local Governments, and Ministries, Departments, and Agencies (MDAs) by legal representation of Government, its agencies, and allied bodies in national Courts of Judicature, Tribunals, and Commissions and ensuring that estates of deceased persons, missing persons, and persons of unhealthy mind are administered in accordance with Uganda’s Succession Laws
Ministry of Justice and Constitutional Affairs Mbale Regional office was established in 2004 as the first regional office – it is located at Plot 3, Park Crescent P.O. Box 84, Mbale in the eastern part of Uganda. The Office plays a significant role in supporting the decentralized administration(devolution) of legal and constitutional matters within the country by executing the entire mandate of MoJCA; while also addressing the unique legal needs and challenges of Busoga, Bukedi, Bugisu and Sebei subregions.

We aspire to provide efficient and effective legal advice and services to the region that uphold the rule of law, reinforce good governance including and not limited to supporting due process for all by also strengthening local government operations as well as serving the public with dedication to justice and legal empowerment.
This aspiration aligns with our mission, mandate, and vision by expanding access to legal frameworks and support; thereby advancing governance and justice at a regional level.
In executing our duties, we are guided by values of integrity, accessibility, responsiveness, gender equity and fairness, empowerment, professional excellence, respect for rule of law. These values help guide the Mbale Regional Office’s operations in fostering a supportive, fair, and effective legal environment.
The Mbale Regional Office is headed by a Principal State Attorney and assisted by 2 Senior State Attorneys, 3 State Attorneys and four support staff.
Coverage:
The Office covers among other entities/institutions; a total of 2 cities (Mbale and Jinja Cities) and 27 districts that include- Mbale, Namisindwa, Manafwa, Bududa, Sironko, Bulambuli, Jinja, Iganga, Kamuli, Kaliro, Mayuge, Bugiri, Namutumba, Bugweri, Buyende, Luuka, Namayingo, Tororo, Busia, Butaleja, Pallisa, Budaka, Kibuku, Butebo, Kapchorwa, Bukwo and Kwene.
Currently, the office attends to a total of 4 High Court circuits thus- Mbale, Tororo, Iganga and Jinja; Bugiri and Pallisa will also be commencing soon. There are over 100 Magisterial Courts spread out in Mbale, Bubulo, Bududa, Sironko, Bulambuli, Jinja, Iganga, Kamuli, Kaliro, Mayuge, Bugiri, Namutumba, Bugweri, Buyende, Luuka, Namayingo, Tororo, Malaba, Busia, Butaleja, Pallisa, Budaka, Kibuku, Butebo, Kapchorwa, Bukwo and Kwene
We also attend the Supreme Court, Court of Appeal/Constitutional Court in respect to appellate and constitutional matters instituted by or against Government, its allied institutions and Local Governments, Human Rights Tribunal in respect to human rights complaints lodged against the Government and its allied institutions and Industrial Court in respect to employment matters.
a) Upon receipt, act upon notices of intention to sue Government and its allied institutions and local governments, within forty-five days;
b) Represent the Government, its allied institutions and local governments in civil proceedings instituted by or against the Government, its allied institutions and local governments within the time stipulated by law;
c) Represent the Government and its allied institutions in all complaints instituted against the Government and its allied institutions at the Uganda Human Rights Tribunal
d) Represent the Government and its allied institutions in all complaints instituted against the Government and its allied institutions and local governments at the Industrial Court
e) Represent Government, its allied institutions and local governments in all mediation proceedings;
f) Negotiate out of court settlements on behalf of Government, its allied institutions and Local Governments;
g) Advise Government, its allied institutions and local governments on civil litigation matters within 21 days;
h) Timely prepare and facilitate witnesses to attend courts of law and Tribunals and Commissions
Receive requests for legal advice and advise Government, its Allied Institutions and Local Governments on the Constitution and other laws within 2 to 14 days of receipt of request;
b) Draft and peruse contracts and clear MoU’s to which Local Governments are a party;
d) Draft and/or clear contracts and agreements involving Government and Local Governments within 14 days of receipt of instructions;
Upon receipt of a death report, open a file within one day, upon payment of UGX 2000 for a file and a form;
b) Resolve family wrangles and disputes expeditiously;
c) Administer estates of deceased persons, missing persons and persons of unsound mind in accordance with the succession laws;
d) Represent the Administrator General in courts of law, tribunals and other agencies;
e) Recommend the issuance of Certificates of No Objection to intending administrators (Identified from among the beneficiaries at family meetings held at the office of the Administrator General or his or her agents) within nineteen days of application.
