About Us
The Kabale Regional Office is a regional office of the Ministry of Justice and Constitutional Affairs established to extend the services of the Ministry and the Attorney General’s Chambers to the Kigezi Sub-region. Located at Plot 25 Jackson Road, Makanga, Kabale Municipality, the Office serves as an important link between the Ministry and the communities within the region, ensuring that legal and justice services are more accessible, timely, and responsive to local needs.
The establishment of the Office reflects Government’s commitment to decentralization and promotion of access to justice through the delivery of legal services closer to the people.
Prior to its establishment, clients from the Kigezi Sub-region relied primarily on the Mbarara Regional Office for legal support and services. The presence of the Kabale Regional Office has significantly reduced the distance, cost, and time required to access these services, thereby improving efficiency and convenience for Government institutions, Local Governments, and members of the public.
Kabale Regional Office is guided by the values of integrity, accessibility, responsiveness, fairness, gender equity, accountability, empowerment, professional excellence, transparency, and respect for the rule of law.
These values guide the conduct of staff and shape the manner in which services are delivered. They promote professionalism, ethical practice, inclusiveness, and accountability while ensuring that all clients are treated with dignity, impartiality, and respect. The Office remains committed to maintaining high standards of service delivery and fostering public confidence in the legal and justice system.
The Office serves six districts within the Kigezi Sub-region, namely Kabale, Kisoro, Rubanda, Rukiga, Kanungu, and Rukungiri, while supporting the High Court Circuits of Kabale and Rukungiri. As a regional hub for legal service delivery, the Office plays a critical role in strengthening the administration of justice, supporting lawful governance, and promoting compliance with legal and regulatory frameworks across the region.

a) Law Council
The Law Council regulates the legal profession in Uganda. Its responsibilities include:
- Licensing advocates/lawyers
- Accrediting legal education institutions
- Supervising legal aid service providers
- Enforcing professional ethics and discipline among advocates
b) Administrator General’s Office
The Administrator General’s Office handles:
- Administration of estates of deceased persons
- Guardianship matters
- Management of property for missing persons and minors

c) Directorate of Legal Advisory Services
This directorate:
- Provides legal opinions to Government institutions

The Directorate of First Parliamentary Counsel is responsible for:

What services does the Administrator General’s Office provide to the public?
The Administrator General’s Office provides succession and estate administration services such as:
- Letters of administration guidance

- Management of estates where no executor exists
- Protecting interests of children and vulnerable beneficiaries
- Supervision of estate administrators

- Ensuring laws comply with the Constitution of Uganda
